They (the Alabama Coushatta tribe) have been fighting the state over this for many years. Many Texas legislators have increased their bankrolls for voting against this!!The Courts finally ruled in favor of the tribe in Livingston so they opened it a couple of years ago, now they are now enlarging and increasing the size of the casino and adding other attractions.
