I think I somewhat understand why it was instituted (a weak argument for increased playing time), but like most of these innovations, it was easily abused and ended up being more of a problem than a solution. I like the move away from the Texas-style shootout, though if I were still playing 'keeper I'd be pretty upset. The Texas-style shootout definitely allowed a 'keeper to feel more in charge of the situation than will penalties. But, it was time to pull this aspect of our game into alignment with other states and FIFA. Generally, I like any move that NFHS and UIL take that will bring the game closer to the FIFA Laws. When UIL gets the word out they will be starting 3A soccer (actually 4A in new format) we would hope more schools would start soccer. That could make a difference.
