Oh, sure! Because they have a good feeling that all the 16 and 17 year-olds will vote Democratic. Or will vote how their parents tell them to. Hence Pelosi's remark.

I would say only a few 16 year olds would have the mental capacity to vote.  I'm not saying they couldn't be, but most simply don't care about politics.  They're more worried about what they're going to do after school or on the weekends.  I wish I would have been able to vote for Reagan, but unfortunately I wasn't old enough, but I think 18 is a good age after they've taken Government and other Civics classes.
