The person, who spoke on condition of anonymity because of the matter's sensitivity, said Trump's Republican allies on the Democratic-led House Intelligence Committee questioned the assessment presented by officials of the Office of National Intelligence last Thursday. "The Republicans responded as you would expect. They went nuts," said the person. "They questioned the intelligence." The briefers warned the committee in the classified briefing that Russia was working to cast doubt on the integrity of the Nov. 3 vote while at the same time boosting Trump's election to a second four-year term. "They (the Russians) are favouring one candidate while they do it," said the person, adding that the briefers identified that candidate as Trump. The source declined to elaborate. There was no immediate response to a request for comment from committee Republicans. The New York Times reported on Thursday that a day after the briefing, Trump rebuked acting Director of National Intelligence Joseph Maguire for allowing his staff to appear before the committee. It quoted five people familiar with the matter. Trump said on Wednesday he was replacing Maguire on an acting basis with Richard Grenell, a strong Trump loyalist who has served as ambassador to Germany since 2018. The Times said that in reprimanding Maguire, Trump cited the presence in the briefing of Democratic Representative Adam Schiff, the intelligence panel chairman. He led the House impeachment proceedings against Trump on charges of abuse of power and obstruction of Congress stemming from the president's dealings with Ukraine. The Republican-controlled Senate acquitted Trump of the charges last month. The White House did not immediately respond to a request for comment. The Washington Post reported that Trump rebuked Maguire in an Oval Office meeting after a Republican ally informed the president of the election security briefing. Shelby Pierson, a Maguire lieutenant who oversees election security, led last week's briefing for the House committee, according to the Times. The Office of the Director of National Intelligence declined to comment. U.S. officials have long warned that Russia and other countries would try to interfere in the 2020 U.S. presidential election campaign. The U.S. intelligence community concluded that Russia used fake news, cyber attacks and other methods in an operation designed to swing the 2016 presidential election to Trump over Democrat Hillary Clinton. Russia denies the allegation. Trump has repeatedly questioned the finding. At a 2018 summit, he said he found Russian President Vladimir Putin's denials of Russian meddling "extremely strong and powerful." Former Special Counsel Robert Mueller concluded in a report last year that there was no conclusive evidence of coordination between Russia and the Trump campaign. It's About the Truth BY JOHN WALCOTT 10:53 PM EST Earlier this month, FBI Director Christopher Wray said in public testimony that Russia was meddling in the 2020 election. So how to explain President Donald Trump’s decision to fire Acting Director of National Intelligence Adm. Joseph Maguire after Maguire defended a subordinate who had briefed Congress on much the same thing? One important difference provides the answer. Maguire’s aide, Shelby Pierson, who heads the DNI’s election security unit, told the House Intelligence Committee last week that it was the consensus assessment of the CIA, National Security Agency, and FBI that Russian hackers aren’t just meddling in this year’s U.S. elections, they’re trying to help Trump win re-election, two officials familiar with the testimony tell TIME. In doing so, Pierson delivered on the core competence of intelligence agencies: explaining not just what foreign adversaries and allies are doing, but why they’re doing it. “The mission of the Intelligence Community is to seek to reduce the uncertainty surrounding foreign activities, capabilities, or leaders’ intentions,” as the famous Jan. 2017 U.S. Intelligence Community Assessment of Russia’s 2016 meddling declared at its start. In other words, Trump is objecting not to the facts his top intelligence experts are presenting, but to the truth they reveal. Trump, both officials said, was angered that Maguire had allowed Pierson to brief members of the House Intelligence Committee on what officials at the three agencies assess is an ongoing Russian effort to meddle in the 2020 presidential election in an effort to help Trump. The Russians are also meddling in Congressional races, aiding some Republican candidates and targeting some Democratic ones, the officials say. “The Russians understand our system, and they know that the President needs the Senate to remain in friendly hands in order to carry out his agenda,” one of the officials said. The DNI’s office did not respond to requests for comment on Maguire’s departure and congressional briefings on election security. The details of Pierson’s testimony were first reported by the New York Times. Trump’s reaction to hard truths is not exactly new. Over three years, he has repeatedly rejected intelligence findings about Russian political hacking, instead accepting Russian President Vladimir Putin’s claim the Russia has not interfered in U.S. elections and blaming Ukraine for the hacking. And Russian election meddling is not the only area where Trump doesn’t want to hear the conclusions of his top spies. For weeks now, officials in the country’s intelligence agencies, and in oversight committees on Capitol Hill, have been trying to determine fate of the intelligence community’s annual Worldwide Threat Assessment That document, which is the consensus product of all 17 U.S. intelligence agencies, was initially due to be presented on Capitol Hill earlier this month. According to three congressional staff members, no public briefing on the assessment has been scheduled, in part, they say, because as it has in past years, it contains the conclusion that Russia, not Ukraine, meddled in the 2016 U.S. elections in an effort to help Trump, and is doing so again this year. But as past ones have, this year’s assessment also contains other conclusions that are at odds with the president. Officials familiar with the document say it contradicts Trump’s stated positions on: the likelihood of North Korea abandoning its nuclear weapons program; the prospects that a “maximum pressure” campaign will force Iran to abandon its nuclear efforts; whether ISIS remains a threat; and climate change as a threat to national security. The effort to block the release of the threat assessment cuts against more than a decade of increased transparency during which the report has been made public in redacted form. Among the tools Russian hackers working for the GRU, Russia’s military intelligence agency, are deploying are bots, Twitter posts, and websites that purport to be American but are spreading false allegations about Democratic, candidates, the intelligence and oversight officials say. The Russians’ hacks and attacks, another U.S. intelligence official said, change in ways that suggest that the GRU and FSB, Russia’s foreign intelligence agency, are following the Democratic primary race “very closely”. “Their targets keep shifting,” the official said. Step Two: Republicans on that committee rush to Donald Trump, not to warn him about Russian interference but to complain that Democrats know about the interference. Trump responds by hauling in the acting director of national intelligence, raking him over the coals, and replacing him with a man whose entire skill set consists of making hate-tweets and promoting Russia. Step Three: Chaos. Only … not enough chaos. On Friday morning, NBC News was one of several outlets reporting a “near meltdown” in the intelligence community after the news was released that acting direct of national intelligence Joseph Maguire was to be replaced by xenophobic hate-bomb specialist Richard Grenell. Much of what’s happening inside the ODNI hasn’t become public, but there has apparently been enough pushback that Trump has already announced that Grenell will be a short-term appointment until he picks someone else. Then, on Thursday evening, Trump offered the role to Doug Collins—an offer that still seems to be open. But Collins has already declared that he doesn’t want the job, because he’s still intent on running for a Senate slot in Georgia, a task that’s been complicated by Trump’s praise for the recently appointed Georgia Sen. Kelly Loeffler. As of Friday morning, Trump has announced that he will be appointing someone other than Grenell, but who that someone will be is still up in the air. In the meantime, the intelligence community has joined the Judiciary Community at full boil. It’s become absolutely clear that Trump is purging intelligence officials whose only crime is that they provided accurate intelligence to a committee that is not just cleared, but required to receive that information. When word came that Maguire was being swapped out for Grenell, the initial reaction was a mixture of two parts disgust and one part puzzlement. Grenell has absolutely no experience in intelligence, and he’s never run so much as a shoe store. What he has done in his short time as U.S. ambassador to Germany is offend American allies and widen the fractures in the NATO alliance as he praised neo-fascist leaders, attacked his host country for admitting refugees, and defended Russian leader Vladimir Putin. But of course, Republican leaders in Congress rushed to applaud this appointment, even as everyone else scratched their heads. It didn’t take long before the reasons behind the intelligence makeover became clear. At a closed-door briefing for the House Intelligence Committee last Thursday, intelligence official Shelby Pierson provided a required update on what the intelligence community knew about the security of the 2020 election. Pierson revealed that Russia was already actively engaged in interfering in the upcoming election, and that it was interfering for the purpose of supporting Donald Trump. Republicans present at that meeting—who included Devin Nunes, Mike Conaway, and John Ratcliffe—rushed to the White House in concern. But they were not concerned about the Russian interference. They were concerned that Democrats knew about the interference. Trump shared that concern and seemed to be convinced that Intelligence Committee Chair Adam Schiff had been given some special information, though there seems to be no indication that this is true. Trump then called in acting DNI Joseph Maguire and reamed him out for allowing Pierson to give a long-scheduled and congressionally mandated briefing. Even though Maguire had been instrumental in trying to block the intelligence community whistleblower report that started off the impeachment investigation of Trump from ever seeing the light of day, that little favor did not seem to cool Trump’s fire. At the end of the day, he canned Maguire and went looking for someone who would be loyal to Trump rather than to the nation. What’s happening at both the Department of Justice and the Office of the Director of National Intelligence at this moment is a last stand by those who have some concern other than protecting Trump’s political interests. Well if it did how did it occur, and whose vote did it effect. I don't see why Russia would even want Trump back in.
