Well, all this decision really does is say that states can punish electors. It doesn't say that they have to.

So that "pact" that some states are trying to do where they give their EVs to the winner of the non-existent "national popular vote" regardless of who wins the popular vote in that state could theoretically still be used.

So as an example, under that scenario let's say Trump wins Wisconsin's popular vote. If Wisconsin is part of that "pact", and Biden wins the non-existent "national popular vote", then Wisconsin could decide to give its EVs to Biden, even though Trump won the state.

Let that sink in.
