Horsecollar is the most ridiculous rule in football. Unfortunately, college football tends to follow the NFL and has adopted this rule as well. The padding at the top of the back should be fair game to tackle with, as it always has been. It is below the neck and therefore should be allowed.
What an absolutely ridiculous call on the Dallas DB for unnecessary roughness. He led with his SHOULDER!!! Good @#$@$% grief!!!

But new rule, and I know going to say not called earlier, but can't take shots to the head, even the dumb Dallas coaches didn't know the rule.
