Apparently, the hang-up is Fedor's agent refusing to budge on his request for full partnership. As the article mentioned, acquiescing to that demand would have made White a ‘moron’.
I think Fedor is scared too, that or he's been poorly represented by his manager !! But I just think if he comes over to UFC and gets pounded his mystique would be done !!
