There appears to be some real differences in sentencing. That may be one of the only "systemic" issues that are proven out by the numbers. At least that I have seen. I've been trying to think of some solutions for that. The only thing that I can think of would be mandatory sentences? Anybody have thoughts on that? Pros and cons, etc...

I think you missed the phrase - per capita. Also, it looks like your prison percentage is off by about half. I'm not saying that the numbers are justified where they are. Seems like they make the playoffs most years and have their share of athletes. My observation the last few years has been the team hasn't been very disciplined or motivated.
