In 1984 during the Reagan Admin. the Lifeline assistance program was created. Basically the gov. assisted low income folks with their landline phone bill.

 

Then 1996 during Clinton yrs, congress passed a bill that extended this service to rural areas, and included schools, libraries, health care facilities,etc.

 

Then in 2008 during the Bush yrs, they expanded this service to include cell phones.

Now under Obama, people have found out, and its out of control.

 

But the Presidents have no direct control over this. The FCC actually pays for this with the "Universal Service Fund"
