UIL Rules on Volunteer Coaches

All this comes from that fact that there were greedy people that asked to be paid for their "volinteer time " so no unless ur a full time emlyee of the district you can't. I don't think aids or hourly workers can  volunteer either .

Section 1202: EMPLOYMENT OF COACHES refers to eligibility of UIL competition.  The head coach and assistant high school coaches are full-time employees of the school board of the school which the team represents.

This section is only referring to Eligibility.  Nowhere does it state you can not Volunteer as a Coach.

Section 1202: EMPLOYMENT OF COACHES

(a) HIGH SCHOOL COACHES.

(1) Full-Time Employees. A school is not eligible for UIL competition in an athletic activity unless the head coach and assistant high school coaches are full-time employees of the school board of the school which the team represents.

(2) Full-Time Defined. Full-time means that the person is under contract to the school board of the school which the athletic team represents for the whole scholastic or calendar year, and the person has enough contractual duties to be considered a full-time employee by the Teacher Retirement System and state law. See Official Interpretation 05-08-03, Appendix I.

(3) Exceptions. A retired teacher/administrator who has 20 or more years of experience may serve as an assistant coach in all athletics and as a head coach for golf, tennis, team tennis, cross-country, track and field, swimming and wrestling. (This rule shall not affect the status of a coach on a leave of absence attending college.) Also, student teachers, while they are assigned to a member school district to fulfill their student teaching requirements, may volunteer to serve as an assistant coach in all athletics. Schools shall not pay student teachers for assisting athletic coaches. A full-time substitute who has coached during the school year may be permitted to continue coaching until the UIL competitive year has ended. Example: state baseball playoffs.

So if you attempt to use volunteer coaches who do not meet the exemptions,  then according to this the whole team would be ineligible. So while you may have people volunteer, you are in violation of rules and could be sanctioned.

No volunteer on varsity level at all. On JV level or JH level and it is up to the AD and Superintendent. However even if it is allowed by said staff the volunteer needs to be safety compliant in  training depending on the sport.....i.e. head/concussion for ftball. In track is really the only sport where volunteer help is allowed....And again only in JV and JH and volunteer can't be the head coach. Only helping with the head coach present. This is because of the liability of being in charge of student athletes.

This applies to all JV and Freshmen sports as well as Varsity.  There’s a reason for the rule that goes deeper than trying to make things “fair” for all schools.  

Fulltime employees are background and drug tested.

Full time employees attend staff Developement meetings that deal with the handling of dicsipline, one on one contact with students, parents, etc.

Coaches have CEU’s just like any other industry, that are intended to bring them up to date with the latest rules, techniques, issues, etc.

The UIL doesn’t want Highland Park to have a parent pay cash under the table for a former NFL, MLB, NBA player/coach to come “volunteer” with their school and give an “unfair” advantage over a school that doesn’t have parents or a community member that could do the same. 

A parent is naturally going to want their child to succeed.  If they are employed by the school full-time, then their employment is technically dependent on the success of the program.   If they are just a volunteer parent, then what do they have to lose if the program suffers, but their kid gets playing time. 

In some cases this rule does seem like big government.  You have an individual that truely wants to help out where there is a need and all the kids, parents, coaches, & admin are okay with the help, but how does the UIL decider between this and the other side where a volunteer has alterior motives, and it effects the integrity of the game.

Not so,  JV and Freshmen are considered high school.

Middle school question: Can a volunteer help with an individual track even such as pole vault. The head and assistant coaches are full time. If so, where can I find the source that says that so I can route it to the right people.

"Old man" Carl Erikson used to help on pole vault at track meets when he was around. Used to run events off too. Private paid lessons are also a thing.

why, works for the school and may have flamed out as JUCO, minor league pitcher...or simply have been a stone cold stud in HS and either still have it or even got a little better.

according to the UIL, school district athletics is all to be coached by full-time school employees. the AD/Superintendent isn't deciding the rules based on his beliefs and the needs of his school district...this is an across the board from the UIL (6th grade to 12th grade...all full-time paid coaching staff...all sports...all events, etc).
