Actually it was only 1-3% that colonials paid, and it was on goods that they purchased.  Actually Property Taxes are in the Constitution Article 1 Section 2 Clause 3 and Article 9 Section 9 Clause 4.  It does not mention sales tax, fees for licenses, and other taxes that states have come up with except income taxes.  That's why there were no Federal income taxes except briefly during the Civil War and then permanently in 1913.  There were no state sales taxes until 1961 in Texas.
