If they have still been using the landfill then they're going to have to dig really deep. I'm partial to the New Jersey Meadowlands theory. Except my theory is that he was cremated and his cremains mixed in with the concrete. I don't think he'll ever really be found. And based on a video I saw about what happens to the human body after death, even if they do, it won't be a full skeleton. It'll likely be fragments.
