See, there is this thing called liability insurance. There has to be some documentation somewhere that a good lawyer would love to get their hands on and nail a board member to the wall in a situation like this. 
 

School boards and community members think they’re doing what’s best for the community and schools by over stepping their boundaries and creating a venomous work environment that affects kids the most.

I would assume it'd be hard to get very good applicants for that very reason!

I read that and had to giggle. Do the parents not “work the board members “ down at the local cafe and tell them exactly what they need to do?
