Has a team that won ever complained about officiating?

Yes. Week 2 in Lorena, Koff vs Lorena game to be matter of fact. 

Madisonville game, non call for PI, the defender pretty much bear hugged our guy and didn't even turn his head either. First time I saw a HC get back to back unsportsmanlike penalties and not get thrown out.

Several points to be made here:

1) Because of the shortage of officials the training period is accelerated rapidly and officials are pressed into varsity action too quickly 

2). The NCAA rules are very complex and always evolving .  Half of the coaches and 90% of fans don't know the rules.  All officials must pass a rules test with a score 80% or better in order to officiate a varsity game. 

3) Coaches seem more interested in debating calls with the officials at times than actually COACHING their players.  

It's not surprising that people get upset with something they don't understand.

Yep, it's never that the refs get it wrong.

In high-school you do not have to look back on the ball.

Who hasn't said that.  You only talk about it in a hushed voice until the game is over, unless it's a game on TV.  I've also seen what I call make up calls after a bad one was made too.

I’ve said many times “we got away with one there.” Then when a call went against us “well they had one coming.” It’s part of the game. No one is perfect all the time.
