Besides, if he is convicted, no matter how light the punishment, it only takes 2 more and he is a felon. And believe me, a Kennedy could easily accumulate 3 DWI's. I now guys right here in my hometown who have had 4 and 5 DWI"s and still have no jail time. Its all about money and power.

Its all about money and power. All I can say is that you are from 1 of 3 counties. Harrison, Upshur, or Rusk. If that's the case, then it is not because they have money, it's because no one from those counties ever gets any jail time. Just look at some sentences handed out in Gregg and Smith Counties for felony DWI and you will see the difference. You probably have a point though. DC handles criminals in much the same way as the 3 counties I listed above. From personal experience I can give you examples of my cases where simple DWI's have netted 25, 30, and a few with 10 and 11 years sentences. Nearly all felony DWI's get at least 3 years. Most get 4-7 years though. I have only had a few felony DWI's that did not get prison time. All but one was filed in Upshur county. The one Gregg County felony probation DWI that I've had was a 21 year old kid that they wanted to give a chance. A year or 2 later he violated his probation and was sent to prison for 6 years. It's all in the prosecution. Some counties just refuse to do it.
